Cleopatra Mugyenyi

Cleopatra Mugyenyi, PhD., is a public health, policy and gender expert with 15 years of experience in Sub-Saharan Africa carrying out research, policy analysis, fundraising, strategic planning, and the development and evaluation of programs. Dr. Mugyenyi leads ICRW Africa where she oversees regional programs and a bench of experts conducting rigorous gender-related research across a number of thematic areas; strengthens the monitoring, evaluation and research capacities of organizations; disseminates state-of-the-art resource materials; promotes evidence-based advocacy; and works with key stakeholders to develop solutions that address various gender issues in the public and private sectors. Dr. Mugyenyi’s broad research experience covers youth livelihoods, positive youth development approaches, economic empowerment, sexual and reproductive health and rights (SRHR), land rights, and the prevention and response to violence against women and children. Her expertise includes mixed-methods research methodologies, research design, statistical analysis, M&E, and impact evaluations. She strongly believes that research should be rooted in real-world problem solving and has been actively engaged in utilizing research findings to inform national policy.

Dr. Mugyenyi leads the Women in Manufacturing (WIM): Mainstreaming Gender and Inclusion research study, the first of its kind in Kenya, to highlight challenges experienced by women working in manufacturing and ways to mitigate these. Additionally, she has directed projects spanning a diverse set of issues including prevention of violence against women and children; evaluations on interventions aiming to change social norms around women and land inheritance; a men and gender equality survey; an assessment of the barriers to accessing HIV, TB, and malaria services; and an impact assessment of a gender-transformative youth agricultural livelihoods program. She has advised clients across the continent ranging from international audit firms, global market research agencies, manufacturing companies, international NGOs and county governments to community based organizations.

Dr. Mugyenyi is the former Head of Research and Policy at Aidspan (the independent observer of the Global Fund) where she led a team of analysts investigating the effectiveness of programs funded by the Global Fund. Throughout her career, she has been actively engaged in utilizing research findings to inform policy. Dr. Mugyenyi has sat on technical working groups in the Ministry of Health (Kenya) and has managed broad research portfolios supported by bi-lateral and multi-lateral donors and foundations including: the U.K. Department for International Development (DFID); the European Union (EU); Norwegian Agency for Development Cooperation (NORAD); Australian Department of Foreign Affairs and Trade (DFAT); the Centers for Disease Control and Prevention (CDC); the Wellcome Trust; the Bill and Melinda Gates Foundation; the Ford Foundation; and the Elton John AIDS Foundation.

Education: Cleopatra holds a BSc in Medical Biochemistry (University of Birmingham UK), an MSc in Immunology of Infectious Disease (London School of Hygiene and Tropical Medicine UK), and a PhD in Immuno-Epidemiology (KEMRI-Wellcome Trust Programme, Walter & Eliza Hall Institute of Medical Research Australia, Open University UK).
