Gender Programming Accountability and Learning with Oxfam America
ICRW is working with Oxfam America to promote a gender perspective in their programs. Recognizing the importance of gender integration in program efforts, Oxfam America approached ICRW to develop a gender policy for the organization and help implement this policy in all departments and regional offices.
ICRW will coordinate and strengthen cross-unit collaboration within Oxfam America to promote gender in agency programs and communicate the importance and impact of this work.
We will also work to improve Oxfam's organizational culture and processes to better support gender equality, which includes mechanisms for accountability, engaging men in gender-related activities, monitoring progress and impact, and fostering learning on both women's rights programming and gender-relevant approaches to development.

Millennium Project
The international framework called the Millennium Development Goals (MDGs) is significant because it identifies eight internationally agreed upon goals for reducing poverty, improving health and advancing other conditions necessary for successful development. It also provides common measures and indicators for marking progress by 2015.

Personal Advancement and Career Enhancement (P.A.C.E.) Program
ICRW is working with Gap Inc. on its new women's empowerment and workplace advancement initiative. This initiative, the Personal Advancement and Career Enhancement (P.A.C.E.) Program, plans to empower and build educational and workplace skills of young women ages 18 to 30 employed in Gap Inc.-contracted manufacturing facilities. The goal of this project is to design and create a sustainable and replicable program that benefits garment workers, their families and communities. The program aims to bring about career growth and personal development through life skills development, managerial and technical skill enhancement. Recently launched in India, the program is intended to be expanded to three other countries over the next three years.
ICRW is the international operating partner for the program, working as a team member with Gap Inc.'s social and community investment team, in-country vendors and employees, and the in-country implementation partners. ICRW provides strategic guidance on the overall development and implementation of the program, contributes to shaping the program design, provides technical support to country-based partners, and undertakes the responsibility for evaluating the effectiveness of the P.A.C.E. program.

Property Rights and HIV/AIDS
Ownership and control over economic assets, such as housing and land, can protect women who are affected by HIV/AIDS from destitution. While there are a number of efforts to strengthen women's property and inheritance rights in many parts of the world, very few of these include consideration of the HIV/AIDS epidemic.
ICRW is documenting the association between property rights and women's vulnerability in the context of the HIV/AIDS epidemic and analyzing legislation, policies and customary practices that can restrict women's property rights.

Property Rights in South Africa and Uganda
A lack of secure property rights exacerbates women's vulnerabilities to HIV/AIDS and may be a risk factor for gender-based violence. To learn more about these linkages, ICRW is working with in-country partners to conduct a qualitative research study in South Africa and Uganda to explore women's experiences with property ownership and access within the context of HIV/AIDS and domestic violence.
Evidence from the research will be used to inform local, municipal and national governments of the benefits associated with securing women's property rights as part of broader land reform measures.

Reproductive Health Commodities
ICRW, in partnership with the University of KwaZulu Natal in South Africa, is undertaking a multi-year project to examine factors that constrain or facilitate women's access to and use of legally available reproductive health commodities. In India, the study explores the relationship between the demand for medical abortion and its availability. In South Africa, the project focuses on the relationship between the demand for and the availability of emergency contraception.
The project will survey manufacturers, providers and users of these emerging commodities to gauge whether they are transforming women's options for controlling reproduction. The research findings will be used to develop recommendations for future research, policy, advocacy and coalition-building between reproductive health and economic development communities while strengthening in-country expertise on this issue.
