Senior Evaluation Specialist - Population and Social Transitions (PopSoc) Team
The incumbent will function as a senior member of the ICRW measurement team for a major US foundation, with primary responsibility for ensuring that the team provides well-conceptualized guidance to that foundation and its grantees in framing and assessing key questions for performance, process, and impact evaluation.
Primary Duties:
- Ensures that methodologies for monitoring and evaluation are appropriate for the questions at hand, and in line with the grantees’ capabilities.
- Responsible for conceptual and instrument design, program design, research training and capacity building, data management and analysis, and synthesis of project results in reports, presentations, and papers.
- Responsibilities will also include providing technical oversight and guidance to project staff, partnership engagement, and donor engagement.
- Plays a role in the development of proposals and the team’s fundraising activities, and will be expected to maintain and expand professional network
Required Education, Skills, Knowledge and Abilities:
- Ph.D. or equivalent in economics, demography, public health, sociology, or related field; masters with additional years of experience will be considered.
- Minimum six (6) years experience required, with a strong substantive background in gender as it relates to economic, population, health, and broader development issues, as well as experience in field research, expertise in evaluation research, survey methodologies and implementation.
- Expertise in microfinance, business and social enterprise development, and/or livelihoods strongly preferred. Expertise in youth and adolescent issues a major plus.
- Strong exposure to on the ground interventions and to the challenges of program implementation and evaluation required; experience with field based programs in South Asia and/or Africa is important.
- Sound understanding of evaluation principles and experience with evaluation and research work for utilization in shaping strategic direction and advocacy activities, and demonstrated ability to translate research and evaluation data into accessible formats for non-research audiences.
- Outstanding written and oral communication skills and demonstrated track record of producing high quality, well-written deliverables in a timely fashion;
- Demonstrated ability to effectively manage projects, including staffing, workplans, deliverables, timelines and budgets;
- Demonstrated ability to coordinate and communicate effectively and diplomatically with a range of external and internal colleagues including donors, partners and senior and junior team members;
- Strategic thinking and negotiation skills to help shape a strong agenda for moving forward ICRW's and partners' work on adolescent girls;
- Computer literacy including a strong proficiency in standard business applications (MS Office Suite)
- Strong quantitative and qualitative research skills, including a proficiency in one or more of the following statistical software: SPSS, STATA, ATLAS, as well as widely-known research measures (e.g., ARRM, HBM, etc). .
