Kathleen Barnett
Senior Vice President, Special Initiatives
Kathleen Barnett, Ph.D., works with senior management to develop ICRW's research, program and policy agenda. She also is responsible for implementing policy through proposal development and project work.
Barnett has 20 years of experience in public sector research, management and consulting, working worldwide for multilateral institutions, including the U.S. Agency for International Development (USAID), the Inter-American Development Bank and the World Bank. Prior to joining ICRW in 2001, she worked for five years as a consultant and trainer throughout Africa and in Brazil, Bulgaria and Indonesia. This work focused on public finance, fiscal decentralization, international development and gender. Barnett also worked for eight years as the director of research in the Office of Tax Policy at the Department of Finance in New York. Barnett holds a Ph.D. in economics and an M.P.A. in Public Finance, both from New York University. She is fluent in Spanish, Portuguese and French.
